Interim Measures for Collection and Management of Urban Infrastructure Supporting Fees in Siping City
Article 1 In order to promote the construction of urban infrastructure and regulate the collection and management of supporting costs for urban infrastructure, according to the "Notice of the Ministry of Finance on Printing and Distributing Interim Measures for the Management of Government Funds" (Cai Zong  No. 80), Jilin Province Price Bureau Jilin Province Notice of the Ministry of Finance on Rectifying the Supporting Fees for Urban Infrastructure (JiShan Shi Jing Zi  No. 25) "Notice of the Jilin Province Development and Reform Commission on the Issues Related to the Supporting Fees for Urban Infrastructure" (Jilfa Reform Receiving Lianzi  No. 356) and the relevant provisions of the Jilin Provincial Development and Reform Commission Jilin Provincial Department of Finance's Notice on Issues Related to Urban Infrastructure Supporting Fees (Jifa Reform Receiving Lianzi  No. 1214), In accordance with the actual situation of our city, formulate these measures.
Article 2 The supporting costs of urban infrastructure mentioned in these Measures refer to those collected by the Municipal People's Government and its affiliated departments in accordance with relevant state regulations and used for urban water supply, drainage, sewage treatment, roads, bridges, gas, public transportation, and heating Special funds for the construction and maintenance of municipal public facilities such as gardening, street lighting, environmental sanitation, public fire protection, and traffic signs.
Article 3 These measures apply to the collection and management of urban infrastructure supporting fees within the city's urban area.
Article 4 The municipal housing construction department is responsible for the specific collection of urban infrastructure supporting fees. The municipal finance department is responsible for the management and use of urban infrastructure supporting fees. The municipal audit department is responsible for the supervision and audit of urban infrastructure supporting fees.
Article 5 The municipal housing construction department shall collect urban infrastructure supporting fees in strict accordance with the standards stipulated by the provincial financial department.
Except for the preferential policies formulated by the state and the province, no organization or individual may approve the reduction, exemption, or mitigation of urban infrastructure supporting fees.
Article 6 The supporting costs of urban infrastructure for new construction projects shall be levied in accordance with the construction area of houses, and the supporting costs of urban infrastructure for expansion and reconstruction projects shall be levied in accordance with the newly increased construction area.
If the construction project that originally belonged to the reduction or exemption of urban infrastructure supporting costs is changed in use, the urban infrastructure supporting costs shall be reimbursed according to the construction area after the change of use.
Article 7 The supporting costs of urban infrastructure shall be included in the overall budget for the construction project design of the construction unit, and included in the cost of the construction project.
Article 8 When applying for a Construction Project Construction Permit , the construction unit shall pay the urban infrastructure supporting fee to the collection authority in accordance with the building area specified in the Construction Project Planning Permit.
Article 9 In accordance with the preferential policies formulated by the state and the province, the supporting fees for urban infrastructure can be reduced, exempted or slowed down. The construction unit shall apply to the collection department and go through relevant procedures before applying for the "Construction Permit for Construction Projects".
Failure to complete the procedures for reducing, exempting or slowing down the supporting costs of urban infrastructure within the prescribed time limit will result in the full collection of supporting costs of urban infrastructure.
Article 10 If the main body of the construction unit who owes the supporting fees for urban infrastructure changes, the outstanding supporting fees for urban infrastructure shall be recovered in accordance with the relevant laws and regulations.
Article 11 The full amount of urban infrastructure supporting fees shall be included in the fiscal budget, and the management of "two lines of revenue and expenditure" shall be implemented.
The collection department issues a payment document to deposit the supporting costs of urban infrastructure directly into the national treasury.
Article 12 The collection of urban infrastructure supporting fees by the collection department shall use fiscal bills uniformly printed by the financial department.
Article 13 In violation of the provisions of these Measures, if the construction unit fails to pay the supporting fee for urban infrastructure, the collection department shall order it to be paid within a time limit. Those who fail to pay within the time limit may apply to the people's court for compulsory enforcement according to law.
Article 14 If the staff of the collection department fails to perform their duties, neglect their duties, abuse their power, or engage in malpractices for personal gain, they shall be given administrative sanctions by their units or relevant departments; if they constitute a crime, they shall be investigated for criminal responsibility according to law.
Article 15 These Measures shall come into effect on January 1, 2020, and all other documents and meeting minutes of reduction, exemption and mitigation of urban infrastructure supporting fees implemented before the implementation of these Measures shall be suspended.
