On February 22, Siping City Housing and Construction Bureau held a press conference on "Siping City Property Service Hierarchical Charges and Standardized Management Regulations (Trial)" at the municipal government. Tao Jinping, deputy director of the Siping Municipal Construction Bureau, introduced the relevant situation of the "Siping Municipal Real Estate Service Hierarchical Charges and Standardized Management Regulations (Trial)". In recent years, with the development of economic and social development and the deepening of reforms, some changes have taken place in the policy and regulatory environment of the property services and the market environment, and new conditions and problems have emerged in the charging of property services. There is an urgent need to introduce new regulations for the management of property service charges to standardize management. .
The newly issued "Provisions" mainly include four chapters of the General Rules, the determination and standards of real estate service fees, the management of real estate service charges, and other provisions of real estate service charges, with a total of 27 articles. It mainly includes three aspects:
I. Clarified "Three Basic Elements"
The first is the scope of application of the concept. The Regulations clarify the basic concept of property service charges, and amend the scope of application of the Regulations, that is, the property service enterprises in the built-up areas of the city that have property registration services registered by industry and commerce administrative agencies to provide property services. The second is the responsibility of the regulatory authorities. The "Provisions" clearly define the territorial supervision and management responsibilities of the municipal and district price administrative departments in conjunction with the real estate administrative departments at the same level in respect of property service charging activities. The third is pricing methods. The "Regulations" specify that the government's guide price for residential real estate service charges will be implemented. In addition, the residential property service charges, villas and non-residential property service charges established by the owners' committee will be market regulated prices. The "Regulations" also specify that the pricing of real estate services shall be tiered, and the billing shall be based on the building area of the property rights of the house, and the prepayment shall not exceed one year.
2. Improved the "three important links"
The first is to improve the dynamic management of property service charging standards. It is stipulated that the competent price department shall adjust the government-guided price standards in a timely manner in accordance with the level of economic and social development and changes in the cost of property services; property service companies may also perform certain procedures to adjust the charge standards. The second is to improve the charging of motor vehicles, elevators, and decoration construction waste. Clarified the market-adjusted price of parking services in residential communities; property service charges are divided into non-elevator property service fees and elevator property service fees; the fee for property service companies to provide construction waste removal services to owners is based on the principle of voluntary owners, Corresponding provisions were made. The third is to improve the operational use and revenue management of common parts, facilities and equipment. It regulates the use of property common parts, shared facilities and equipment for business decision-making, and the use of public revenue to protect the owners' common rights and interests.
3. Established "Three Supervision Measures"
The first is to establish a record review system. For the preliminary property service contract, the property service enterprise shall file a record with the competent pricing department and the real estate administrative department. The second is to establish a "double random" spot check supervision mechanism. Strengthen post-event and post-event supervision of the property service industry and conduct timely regulatory inspections. Property service companies with high complaint rates, concentrated problem reflection and substandard service standards can be ordered to make corrections and punishment within a time limit. The third is to establish a credit management system for property service charges. On the one hand, the charges shall be clearly marked and publicly disclosed; on the other hand, the unauthorized charging shall be included in credit management.
